Cloudflare avoids penalties in France
On September 17, a Paris court rejected Canal+’s request for daily penalties against Cloudflare. The blocking measures apply to Cloudflare’s CDN, not its public 1.1.1.1 DNS resolver.
On September 17, a Paris court rejected Canal+’s request to impose daily fines on Cloudflare over incomplete blocking. The broadcaster had sought €50,000 per day for each site that remained accessible and for each newly reported domain.
In April, the court had ordered Cloudflare to block 21 domains linked to Formula 1 streams and 16 linked to MotoGP streams for users in France. Cloudflare implemented the measures through its CDN. Canal+ said that initially three of the 21 Formula 1 domains and three of the 16 MotoGP domains were blocked. The court nevertheless considered the steps a reasonable contribution and said Cloudflare was not responsible for sites that moved to another CDN or mirror domains.
The ruling leaves Cloudflare’s public DNS resolver, 1.1.1.1, unaffected. The company had argued that the resolver’s technical architecture did not support such blocks. The rejected penalties therefore do not mean that every targeted site is blocked: the court measures are being applied through the CDN.
Why it matters
The ruling does not directly change how IPTV players or streaming services work for users. It shows that a court-ordered block at Cloudflare can apply to its CDN without involving its public 1.1.1.1 DNS resolver.
